RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #74–575-7 with Lincoln, a non-profit corporation, effective January 1, 2021, to decrease the payment limit by $252,543, from $2,139,128 to a new payment limit of $1,886,585, with no change in the term of March 1, 2020 through June 30, 2021, and to decrease the automatic extension payment limit by $46,230, from $800,864 to a new payment limit of $754,634 through December 31, 2021.

FISCAL IMPACT:

Approval of this amendment will result in budgeted expenditures of up to $2,641,219 for a twenty-two month period and will be funded by 34% Federal Medi-Cal ($898,015) and 66% Mental Health Services Act ($1,743,204) revenues.









BACKGROUND:

The Behavioral Health Services Department has been contracting with Lincoln since July 2018, to provide mental health services and multi-dimensional family therapy for Seriously Emotionally Disturbed (SED) adolescents and their families in Contra Costa County. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge to a lower level of care.  
  
On March 31, 2020, the Board of Supervisors approved Contract #74–575-3 with Lincoln to provide mental health services and multi-dimensional family therapy for SED adolescents and their families, for the period from March 1, 2020 through June 30, 2021 which included a six-month automatic extension through December 31, 2021, in an amount not to exceed $800,864.  
  
On April 28, 2020, the Board of Supervisors approved Amendment Agreement #74-575-4, to modify the rate schedule for the period April 1, 2020 through June 30, 2020, due to COVID-19.  
  
On July 28, 2020, the Board of Supervisors approved Amendment Agreement #74-575-5, to modify the rate schedule for the period July 1, 2020 through December 31, 2020, due to COVID-19.  
  
Approval of Amendment Agreement #74-575-7 will allow this contractor to continue to provide reduced mental health services through June 30, 2021.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, the residents of Contra Costa County may experience reduced or discontinued mental health services.
