RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #24-680-40 with Telecare Corporation, a corporation, in an amount not to exceed $1,909,065, to provide gero-psychiatric and subacute mental health care services to severely and persistently mentally ill (SPMI) clients, for the period from July 1, 2021 through June 30, 2022.

FISCAL IMPACT:

Approval of this contract will result in budgeted expenditures of up to $1,909,065 and will be funded by 71% Mental Health Realignment funds ($1,361,874), 19% Hospital Enterprise Fund I ($360,139) and 10% County General Fund ($187,052) revenues. (Rate increase)


BACKGROUND:

The Behavioral Health Services Department has been contracting with Telecare Corporation since July 1997 to provide gero-psychiatric services and subacute care for SPMI County residents at Contractor’s Villa Fairmont Mental Health Center, Garfield Neuro-Behavioral Center, Gladman Psychiatric Health Facility, and Morton Bakar Center. This Contract is part of the Department’s cost saving plan to reduce the number of high-cost State Hospital beds by developing alternative placements.  
  
On May 26, 2020, the Board of Supervisors approved Contract #24-680-38 with Telecare Corporation for the provision of gero-psychiatric and subacute mental health care for SPMI clients for the period from July 1, 2020 through June 30, 2021.

On February 2, 2021, the Board of Supervisors approved Amendment Agreement #24-680-39, to increase the contract payment limit by $93,247 to a new payment limit of $1,909,065 with no change in the original term.  
  
Approval of Contract #24-680-40 will allow this contractor to continue to provide gero-psychiatric and subacute mental health care services through June 30, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County’s SPMI adults will not have access to this contractor’s gero-psychiatric and subacute care services resulting in placements in State Hospital facilities at greater cost to the County.
