RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and accept funding from the U.S. Department of Health and Human Services, Administration for Children and Families (ACF) with a total payment limit of $1,157,478 and extend the end date of the funding term for Early Head Start-Childcare Partnership (CCP) grant from September 1, 2021 through December 31, 2021.  

FISCAL IMPACT:

This Federal funding would result in $1,157,478 from the ACF for the Early Head Start Child Care Partnership program. The funding guidance includes the flexibility for waiver requests of the non-federal match.

This action requests a waiver of the non-federal share of $289,370, computed at 25% of supplemental amount for the Early Head Start Child Care Partnership Program. (AL #93.600)  

BACKGROUND:

Contra Costa County submits an application annually to the U.S. Health and Human Services Department, ACF as the Head Start grantee. On September 22, 2020, the Board approved submission of the 2021 grant application to ACF for Early Head Start Childcare grant funds (C.28) and for Head Start Childcare grant funds (C.27). The Board approved the 2021 Head Start Grantee application on May 26, 2020 (C.19).  
  
This board action will approve submission of an application to extend the budget period for Early Head Start-Child Care partnership by four months to align with that of the base Head Start and Early Head Start grants. Once aligned, the department will have the opportunity to consolidate the grants into one, as per Program Instruction ACF-PI-HS-20-07 issued on December 4, 2020. Through this consolidation, the department is further streamlining and removing duplicative administrative efforts in monitoring the program. The Head Start Policy Council reviewed and approved the application for consolidation on April 21, 2021. This board order is to obtain Board of Supervisors' approval for the grant submission due June 1, 2021.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the County will not receive funding to operate the Early Head Start-Child Care Partnership program and childcare centers.  

CHILDREN'S IMPACT STATEMENT:

The Community Services Bureau of the EHSD's Head Start program supports three (3) of Contra Costa County's community outcomes - Outcome 1: Children Ready for and Succeeding in School, Outcome 3: Families that are Economically Self-sufficient, and Outcome 4: Families that are Safe, Stable, and Nurturing. These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
