RECOMMENDATION(S):

APPROVE and AUTHORIZE (1) the Purchasing Agent to issue a purchase order to Carahsoft Technology Corporation in an amount not to exceed $10,000, and (2) the Fire Chief, or designee, to enter into an agreement with Hootsuite Inc. for a social media platform tool for the term June 8, 2021 to June 7, 2022.

BACKGROUND:

The Contra Costa County Fire Protection District (District) provides information to the public using various social media platforms. HootSuite at Carahsoft is a social media management tool that allows users to schedule and post updates to Facebook, Twitter, LinkedIn, Instagram, WordPress, and other platforms. The tool allows users to post the same information across multiple profiles and to post text, links, photos, videos, and other media directly to social profiles through the HootSuite dashboard. Posts can be scheduled so that they are automatically posted at specific times rather than doing them all manually. Hootsuite allows assignment of individual user names, passwords, and permissions. The tool has a dedicated section for creating analytical reports and click summaries. Using the tool will allow the District to improve productivity, audience engagement, team collaboration, and security.  
  
The agreement states that the laws of New York will govern any dispute or claim. The exclusive means of resolving any kind of dispute will be by confidential, binding arbitration before a single arbitrator chosen by the District and Hootsuite. The agreement requires the District to indemnify Hootsuite from and against all losses, damages, penalties, liability and costs related to: (a) District content or submitted content; (b) breach of the agreement or any laws; or (c) use of the services.
