RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #76-662-3 with Firstlocum, Inc. (dba Directshifts), a corporation, effective June 1, 2021, to amend Contract #76-662-1, (as amended by Amendment Agreement #76-662-2) to increase the payment limit of $1,400,000 by $200,000 to a new payment limit of $1,600,000 with no change in the original term of August 1, 2020 through July 31, 2021, for the provision of additional temporary physician services at Contra Costa Regional Medical Center (CCRMC).

FISCAL IMPACT:

Approval of this contract amendment will result in additional annual expenditures of up to $200,000 and is funded as budgeted for FY 2020-2021 by 100% Hospital Enterprise Fund I revenues. (No rate increase)

BACKGROUND:

CCRMC and Contra Costa Health Centers have an obligation to provide physician services to patients. Therefore, the County contracts with temporary help firms to ensure patient care is provided during peak workloads, temporary absences and emergency situations when additional staffing is required. This contractor has been a temporary help firm services provider to the County since June 1, 2019.

On August 4, 2020, the Board of Supervisors approved Contract #76-662-1 with FirstLocum, Inc. (dba Directshifts), in an amount not to exceed $1,400,000, for the provision of temporary locum tenens physician staffing services at CCRMC and Contra Costa Health Centers, for the period from August 1, 2020 through July 31, 2021.

On June 8, 2021 the Board of Supervisors approved Contract Amendment Agreement #76-662-2, to modify the rate schedule to include additional physician specialty classifications with no change in the contract payment limit of $1,400,000 and no change in the term of August 1, 2020 through July 31, 2021.

Approval of Contract Amendment Agreement #76-662-3 will increase the contract payment limit by $200,000 from $1,400,000 to a new payment limit of $1,600,000 due to higher utilization of additional temporary physician staffing services and recruiting services through July 31, 2021.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, CCRMC will not have access to this contractor’s services during peak workloads, temporary absences and emergency situations.
