RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Health Services Director, a Purchase Order with the California Department of Health, Genetic Disease Branch, in an amount not to exceed $325,000 for forms and testing supplies for newborn genetic screening tests for the Clinical Laboratory at the Contra Costa Regional Medical Center (CCRMC), for the period from July 1, 2021 through June 30, 2022.

FISCAL IMPACT:

Approval of this contract will result in an annual expenditure of up to $325,000 over a one-year period and will be funded 100% by the Hospital Enterprise Fund I revenues.

BACKGROUND:

The CCRMC Clinical Laboratory uses the Genetic Disease Screening Branch to run our Newborn Screening tests. The California Department of Health requires that the CCRMC performs genetic screening tests on all newborn babies born at the CCRMC. The State supplies the guidelines, forms, and supplies for this testing. This testing ensures that at risk newborns are diagnosed as soon as possible so that they may be treated.

This vendor has been used for this purpose for many years. The State is the only entity that can provide the tests and forms required.

CONSEQUENCE OF NEGATIVE ACTION:

If this purchase order is not approved, then the CCRMC Clinical Laboratory will not be able to perform the specific Newborn Screening Tests that are required by the State of California, Department of Health, and this impacts patient safety and health. It would also be a possible violation of State regulations.

CHILDREN'S IMPACT STATEMENT:

Testing newborn infants for genetic diseases helps promote healthy babies and allows parents and healthcare workers to treat such diseases and prepare for any future genetic problems.
