RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Lutheran Social Services of Northern California, in an amount not to exceed $295,596 to provide transitional housing assistance for emancipated youth for the period July 1, 2021 through June 30, 2022.

FISCAL IMPACT:

This contract will increase department expenditures by $295,596 to be funded 100% by 2011 State Realignment and is included in the Department’s Fiscal Year 2021-22 recommended budget.  

BACKGROUND:

Lutheran Social Services provides Transitional Housing Program (THP) – Plus housing and support services to emancipated foster youth up to age 24 who have been referred by EHSD Children and Family Services Independent Living Skills Program staff. AB427 authorized THP-Plus funds to reimburse counties that provide transitional housing services to emancipating foster youth. Contra Costa County elected to participate in the program.  
  

CONSEQUENCE OF NEGATIVE ACTION:

Housing and support services for youth transitioning from foster care to independent living will be hindered.  

CHILDREN'S IMPACT STATEMENT:

This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) “Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families”. This is accomplished by providing safe housing and support to assist youth transitioning from foster care to independent living.
