RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-341-93(8) with Allison Smith, MFT, an individual, in an amount not to exceed $206,000, to provide Medi-Cal specialty mental health services for beneficiaries in East and Central Contra Costa County ages 11 years and older, for the period from July 1, 2021 through June 30, 2023.

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $206,000 over a 2 year period and will be funded 50% Federal Medi-Cal ($103,000) and 50% State Mental Health Realignment ($103,000). (No rate increase)

BACKGROUND:

On January 14, 1997, the Board of Supervisors adopted Resolution No. 97/17, authorizing the Health Services Director to contract with the State Department of Mental Health, (now known as the Department of Health Care Services) to assume responsibility for Medi-Cal specialty mental health services. Responsibility for outpatient specialty mental health services involves contracts with individual, group and organizational providers to deliver these services. This contractor has provided Medi-Cal specialty mental health services to Contra Costa County beneficiaries since November of 2011.

In July, 2019, the County Administrator approved and the Purchasing Services Manager executed Contract #74-341-93(6) with Allison Smith, MFT, in an amount not to exceed $131,000, to provide Medi-Cal specialty mental health services for beneficiaries in East and Central Contra Costa County ages 11 years and older, for the period of July 1, 2019 through June 30, 2021.

In April, 2021, the County Administrator approved and the Purchasing Services Manager executed Contract Amendment #74-341-93(7) with Allison Smith, MFT, to increase the payment limit by $60,000 to a new total payment limit of $191,000, to provide additional Medi-Cal specialty mental health services, with no change in the term of July 1, 2019 through June 30, 2021.

Approval of Contract #74-341-93(8) will allow this Contractor to continue providing Medi-Cal specialty mental health services through June 30, 2023.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, services provided to Contra Costa Mental Health Plan Medi-Cal beneficiaries could be negatively impacted, including access to services, choice of providers, cultural competency, language capacity, geographical locations of service providers, and waiting lists.
