RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Clerk-Recorder, a purchase order with GDT in an amount not to exceed $375,000 to purchase upgraded network equipment for the Elections Division.

FISCAL IMPACT:

This purchase will be offset by savings in other appropriated accounts in the Clerk Recorder-Elections Department for FY 2020-21 and costs will be mitigated through department overhead charges.


BACKGROUND:

The amount of electronic data the Elections Division manages has grown exponentially over the past decade and become increasingly complex. This purchase will replace the Division's outdated, end-of-life legacy network installed in 2007. The Elections Division, in consultation with the Department of Information Technology, has identified the equipment needed for a network upgrade and procured it accordingly. GDT was selected as the vendor from which to purchase the equipment. This upgrade will provide greater visibility, higher throughput, optimal network performance, and enhanced security features to combat crippling ransomware and other destructive programs. Additionally, the upgrade will provide increased network speed from 1GB to 10GB, with the capacity for future expansion. It employs

industry-leading threat intelligence that enhances network security with an end-to-end solution to detect and stop threats. Built in security features allow complete network visibility into wired and wireless access.

CONSEQUENCE OF NEGATIVE ACTION:

The Elections Division will remain on outdated, legacy equipment that lacks updated security features and adequate throughput to handle increasing electronic data. The existing network is nearing the end of life and a system failure could be catastrophic during an election.
