RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chief Information Officer, Department of Information Technology, or designee, to execute an ordering document with Oracle America, Inc. under the existing Oracle Master Agreement in an amount not to exceed $1,705,000 for Oracle program technical support services for PeopleSoft software updates, licenses and support for the County’s payroll, ePay and employee benefits administration services, for the period of July 1, 2021 through June 30, 2026.

FISCAL IMPACT:

The cost for these services are billed in quarterly installments and budgeted annually as part of the PeopleSoft project.

BACKGROUND:

On November 17, 2015, the Board authorized the Chief Information Officer to enter into an Oracle Master Agreement (US-OMA-QT5714570) with Oracle America, Inc. and subsequently on April 20, 2021 the Board approved Amendment No. 1 to the Oracle Master Agreement to extend the term through November 27, 2025. This Master Agreement authorizes the County to place orders with Oracle upon receipt of an ordering document.

The ordering document being authorized by this Board Order is for the Technical Support Services Renewal Order No. 8252761 which provides technical support services, software updates and licenses for a 5-year term commencing July 1, 2021 through June 30, 2026. The items included in this Program Technical Support Services ordering document include:

PeopleSoft Enterprise for North America – County’s Payroll System.
PeopleSoft Enterprise ePay – Allows employees to view and print their paychecks.
PeopleSoft Enterprise Benefits Administration – Allows employees to enroll and /or change benefit coverages.
Micro Focus Visual COBOL for Windows – Used to compile and run the PeopleSoft COBOL programs used to process payroll.

Oracle invoices the County quarterly in arrears.

CONSEQUENCE OF NEGATIVE ACTION:

If this ordering document is not approved, the County will not be able to process payroll or provide benefits administration.
