RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #77-181-2 with Man Kong Leung, M.D., Inc., a professional corporation, to amend Contract #77-181-1, effective June 1, 2021, to increase the payment limit by $150,000, from $150,000 to a new payment limit of $300,000, with no change in the original term of November 1, 2020 through October 31, 2023, to provide additional neurology and sleep medicine services for Medi-Cal members in addition to commercial Contra Costa Health Plan (CCHP) members.

FISCAL IMPACT:

This amendment will result in additional contractual expenditures of $150,000 and will be funded 100% by CCHP Enterprise Fund II revenues. (No rate increase)

BACKGROUND:

CCHP has an obligation to provide certain specialized health care services for its members under the terms of their Individual and Group Health Plan membership contracts with the County. This contractor has been a part of the CCHP Provider Network since November of 2018, providing neurology and sleep medicine services.

In September 2020, the County Administrator approved, and the Purchasing Services Manager executed Contract #77-181-1 with Man Kong Leung, M.D., Inc., in an amount of $150,000, to provide neurology and sleep medicine services for Basic Health Care (BHC) recipients, original Medicare and commercial CCHP members only, for the period November 1, 2020 through October 31, 2023.

Approval of Contract Amendment Agreement #77-181-2 will allow this contractor to continue to provide additional neurology and sleep medicine services to Medi-Cal members in addition to commercial CCHP members through October 31, 2023.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, certain specialized health care services for CCHP members under the terms of their Individual and Group Health Plan membership contract with the County will not be provided.
