RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Novation Contract #28-644-20 with Golden Rain Foundation of Walnut Creek, a non-profit corporation, to pay County an amount not to exceed $11,500, to provide congregate meal services for the County’s Senior Nutrition Program, for the period from July 1, 2021 through June 30, 2022, which includes a three-month automatic extension through September 30, 2022, in an amount not to exceed $2,875.

FISCAL IMPACT:

The contractor will pay the County the net project income received from participants, and in an amount not expected to exceed $11,500 for the County's services. No County matching funds are required.

BACKGROUND:

This contract meets the social needs of county’s population by providing an average of 100 congregate meals per day, one day per week for senior citizens at the Golden Rain Dining Room. County has been contracting with Golden Rain Foundation of Walnut Creek for congregate meal services since January 2000.

On July 14, 2020, the Board of Supervisors approved Novation Contract #28-644-19 with Golden Rain Foundation of Walnut Creek to pay county in an amount not to exceed $11,500 to provide congregate meal services for the County’s Senior Nutrition Program for the period from July 1, 2020 through June 30, 2021, which included a three-month automatic extension through September 30, 2021.

Approval of Novation Contract #28-644-20 will replace the automatic extension under the prior contract and will allow the agency to continue providing services through June 30, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County’s senior citizens will not receive Senior Nutrition Program meals from this agency.
