RECOMMENDATION(S):

AUTHORIZE the Chair of the Board of Supervisors to sign the attached County Subvention Program Certificates of Compliance for the County Subvention and Medi-Cal Cost Avoidance Programs as administered by the California Department of Veterans Affairs (CDVA).

FISCAL IMPACT:

For FY 2018/2019, the County received $193,737 in Subvention and $6,880 in Medi-Cal Cost Avoidance and in 2019/2020, $289,267 and $5,659 was received, respectively, per the Military and Veterans Code of California, sections 972, 972.1 and 972.5. It is anticipated that in FY 2020/2021, the County will receive $170,000 in Subvention, $6,000 in Medi-Cal Cost Avoidance, $11,000 in Veterans Service Officer Funds, and $125,000 in Prop 63 grant revenue. This is consistent with revenue received in prior years.

BACKGROUND:

CDVA administers the above two revenue programs per California Code of Regulations, Title 12, Subchapter 4. CDVA conducts annual audits of these program operations to determine whether the workload and staffing needs are consistent with the reported workload activity.

CONSEQUENCE OF NEGATIVE ACTION:

The County would not be able to receive Subvention and Medi-Cal Cost Avoidance revenue.
