RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract amendment #72-092-2 with Accela, Inc., a corporation, effective April 30, 2021, to increase the payment limit by $138,134, from $257,088 to a new payment limit of $395,222, and to extend the termination date from April 30, 2021 to April 30, 2022, for the renewal of software and support used by the Hazardous Materials and Environmental Health Divisions to track inspection data and enforcement actions.

FISCAL IMPACT:

Approval of this contract will result in additional expenditures of up to $138,134 and will be funded as budgeted by the department in FY 2021-2022, by 61% Environmental Health and 39% Hazmat program fees.









BACKGROUND:

The Contra Costa County Hazardous Materials Division is the Certified Unified Program Agency (CUPA) for all areas of Contra Costa County. For several years, the Division has used Envision for Windows as its primary environmental health data management system. California Assembly Bill 2286 mandates upgraded electronic reporting to the State that required the Division to upgrade the data management system to Envision Connect. Accela, Inc. has been providing license and support utilized by the Hazardous Materials and Environmental Health Divisions to track pertinent data on the regulated community and follow inspection data and enforcement actions since May 1, 2016.  
  
On August 16, 2016, the Board of Supervisors approved Contract #72-092 with Accela, Inc. to provide data collection software used by the Hazardous Materials and Environmental Health Divisions, for the period from May 1, 2016 through April 30, 2019.  
  
On November 5, 2019, the Board of Supervisors approved Contract #72-092-1 with Accela, Inc. to allow this contractor to continue to provide services through April 30, 2021. The Hazardous Materials Department requested an effective date of May 1, 2019 to avoid disruption in services.  
  
Approval of Contract #72-092-2 will allow this contractor to provide additional software license, maintenance and support services through April 30, 2022.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not have access to this contractor’s technical expertise and skill with the contractor’s Envision Connect data management system.
