RECOMMENDATION(S):


APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a Consulting Services Agreement with Kitchell CEM, in an amount not to exceed $895,000, subject to approval by the County Administrator and approval as to form by County Counsel, for the construction management services for the new Fire Station 86 project at 10 Goble Drive in Bay Point.

FISCAL IMPACT:

The District appropriated $500,000 for the Fire Station 86 project in the CCCFPD Capital Construction Fund (202500) in its preliminary budget for fiscal year 2020-21. This appropriation is a nominal amount for planning and design phases. The District intends to pursue financing for this new construction project.  

BACKGROUND:

The new Bay Point Fire Station 86 (Project) would replace the existing station located at 3000 Willow Pass Road in Bay Point, located approximately one mile east of the proposed location of the new fire station. The existing 3,000-square foot station was constructed in 1946 and does not meet the needs to support staff or equipment for a modern fire protection agency. The existing station employs a three-person crew of one captain, one engineer, and one firefighter working 48-hour shifts and houses two fire engines. The station would close once construction of the new station is complete.

The new fire station would include administration offices and crew quarters to house up to seven fire crew during the 48-hour shifts, as well as an apparatus bay for storage of three fire engines when not on call. The building would be 11,188 square feet and its maximum height would be approximately 24 feet. The administration office/crew quarters portion of the building would include a lobby area and administration office, captain’s office, seven dorm rooms, kitchen, dining and day rooms, exercise room, laundry room, two vestibule rooms, a communications room, a training conference room, four restrooms, and mechanical and utility rooms. The apparatus bay would also include a turnout and wash rooms, gear storage rooms, a restroom, and a utility room.  
  
The County Public Works Capital Projects Division requested Statements of Qualifications (“SOQs”) for services for some specific and Countywide capital projects. Capital Projects received four SOQs from interested firms and three firms were shortlisted. A selection committee of County staff conducted interviews and ranked Kitchell CEM as one of the top ranking firms. It is recommended that Kitchell CEM be awarded the agreement for the subject project.  

CONSEQUENCE OF NEGATIVE ACTION:

If the agreement is not approved, construction management services will not be provided and the quality of delivery and management of the project could be negatively impacted.
