RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Health Services Department, a Purchase Order with R-Computer, Inc., in an amount not to exceed $400,000 for the purchase of laptops and desktop computers, and related equipment, for the Public Health Clinic Services (PHCS) programs, for the period from June 1, 2020 through December 31, 2021.

FISCAL IMPACT:

Funded 50% by the California Department of Health Care Services Administration’s Whole Person Care Pilot Program, 25% from the Health Care for the Homeless Federal Grant and 25% from Federally Qualified Medi-Cal clinic visit reimbursement.











BACKGROUND:

PHCS programs include around 400 staff working in clinics and in the field, and who provide clinical documentation as part of their daily tasks. Programs include the School-Based Clinics, providing health care to youth and adolescents in around 40 schools throughout the County. Services are provided at stationary clinics and mobile units, equipped with laptops and other technical equipment to transmit data to the CCHS data servers; Health Care for the Homeless programs which provides clinic-based and mobile services; Public Health Nursing and Whole Person care programs which provides field-based case management services and utilize laptops for documentation.  
  
This Board Order will allow for the purchase of new and replacement computers and laptops, with associated equipment that will be utilized by the PHCS staff through December 31, 2021.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the Program risks not meeting the deliverables mandated by the State and Federal Government in order to receive continued funding.
