RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #74–304-11 with Fred Finch Youth Center, a non-profit corporation, to amend Contract #74–304-10 to include a six-month automatic extension through December 31, 2020 in an amount not to exceed $751,759 to provide additional mental health services to County youth under the Mental Health Services Act (MHSA) Community Services and Supports Program.

FISCAL IMPACT:

This Contract is funded by 39% Federal Medi-Cal and 61% MHSA. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing implementation of MHSA Community Services and Supports Program, including providing community-based services, personal services coordination, medication support, crisis intervention, and other mental health services to eligible youth clients in Contra Costa County.

On July 9, 2019, the Board of Supervisors approved Contract #74–304-10 with Fred Finch Youth Center, to provide mental health services to County youth under the MHSA Community Services and Supports Program for the period from July 1, 2019 through June 30, 2020.  
  
Approval of Contract #74-304-11 will allow the Contractor to provide additional services through December 30, 2020.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, County’s youth will not receive additional mental health services from MHSA Community Services and Supports Program.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcome: “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include a decrease in the need for inpatient care and placement at a lower level of care.
