In July 2019, the County contracted with Gartner, Inc. to provide a third-party assessment of the County’s legacy Financial Management System. After meetings and interviews with the various stakeholders of the system, i.e., Auditor-Controller’s Office, County Administrator’s Office, the Department of Information Technology, Public Works Department, and others, Gartner, Inc. submitted a comprehensive System Modernization Analysis Report. The report concluded that the current Financial Management System has far exceeded its useful life and the County would be best served by replacing the entire system rather than to update it. Given the prior work by Gartner, Inc. and their in-depth understanding of the County’s need for a new Financial Management System, the recommendation is to have Gartner, Inc. oversee the process of developing the request for proposals for a new financial management system. Gartner, Inc.’s industry knowledge and experience in preparing, issuing and evaluating complex RFP’s would be a huge asset to the County. Gartner, Inc. would also provide continuity in this critical stage, because of their prior work on the System Modernization Analysis Report, so no knowledge transfer would be required. This will minimize potential project delays.
If this contract is not approved, the County will need to find a way to provide the necessary resources to develop, issue and evaluate an RFP to replace the Financial Management System. This could delay the project significantly given the knowledge transfer required and expertise needed to complete such work.
