RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract amendment with Behavioral Interventions (B.I.), Incorporated, to increase the payment limit by $200,000 to a new payment limit of $475,000 to provide additional electronic monitoring services and equipment, with no change in the term of the agreement.

BACKGROUND:

B.I. Incorporated provides electronic monitoring services on behalf of the Probation Department. During the COVID-19 pandemic, the average monthly monitoring cost has increased due to an increase in the number of youth placed on home supervision. In addition, Probation was responsible to pay for lost or damaged equipment in prior contracts. Last year Probation paid over $60,000 for lost or damaged equipment, which was not budgeted for in this contract. This payment utilized funds that were to be used for approximately five months of monitoring. Additionally, the shelter at home order has caused a substantial cost increase in just the first two months. The monthly cost rose 19% from February to March, with an additional 8% increase from March to April, with the invoice rising over $3,000 from February to April. All of these factors have led to a need to increase the spending amount for the remainder of the contract term.

CONSEQUENCE OF NEGATIVE ACTION:

The Probation Department will not have sufficient funds to contract with the vendor for electronic monitoring services.
