RECOMMENDATION(S):

APPROVE and AUTHORIZE the Director of Conservation and Development, or designee, to execute a contract amendment with Environmental Science Associates (ESA) to extend the term of contract #C46294 from June 30, 2020 to December 31, 2021, with no change to the existing payment limit of $451,987, to provide continued service to complete the Recirculated Environmental Impact Report for the Phillips 66 Propane Recovery Project (County File #LP12-2073).

FISCAL IMPACT:

No impact to the County General Fund. The contract is funded 100% by the applicant.

BACKGROUND:

In June of 2018, the Department of Conservation and Development (DCD) entered into a contract with ESA to provide technical assistance and services to DCD related to the preparation of a Recirculated Environmental Impact Report (EIR) for the Phillips 66 Propane Recovery Project in Rodeo. This time extension of contract #C46294 will allow the contractor to continue to prepare the EIR for the project.


CONSEQUENCE OF NEGATIVE ACTION:

If the proposed contact extension is not approved, the contractor would not be able to complete the Environmental Impact Report.
