RECOMMENDATION(S):

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute an amendment to Agreement #19-0266-1 with the California Department of Food and Agriculture (CDFA) effective July 1, 2019 through June 30, 2020 to increase the Agreement by $40,000 for a new total not to exceed $221,581 as reimbursement due to increased workloads for the county.

FISCAL IMPACT:

This amendment will increase the original amount received by $40,000 for a new total not to exceed $221,581 for the period July 1, 2019 through June 30, 2020 for increase of workload on the county performed on behalf of CDFA. There is no county match of funds.

BACKGROUND:

Under the original agreement, the Agriculture Department will use specially trained dog teams to search parcels to detect the presence of any unwanted plant pests, including insect species, diseases or other harmful organisms, that may pose a threat to the economic well-being of the State. Surveillance inspections will be done at parcel sectional centers, such as those operated by the Unite States Postal Service, Federal Express and United Parcel Service.




CONSEQUENCE OF NEGATIVE ACTION:

A negative action would result in the county losing $40,000 in revenue for the County to perform these inspections and the associated administrative overhead.
