RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Young Men's Christian Association (YMCA) of the East Bay to increase the payment limit by $88,992 to a new payment limit of $1,066,624, and to add 12 Early Head Start Partnership slots and additional health and safety reporting for Head Start Program Enhancement Services for the term July 1, 2019 through June 30, 2020.  

FISCAL IMPACT:

This contract is entirely federally funded by Administration for Children and Families: CFDA No. 93.600. There are no County costs.  







BACKGROUND:

Contra Costa County receives funds from the Administration for Children and Families (ACF) to provide Head Start and Early Head Start program services to program eligible County residents. The Department, in turn, contracts with a number of community-based organizations to provide a wider distribution of services. On September 17, 2019 (c.41) the board approved a contract for the provision of 180 program slot / Head Start and Early Head Start services to program eligible children and families in Contra Costa County. This amendment is to add $88,992 to the contract and to add twelve additional Early Head Start partnership slots, effective April 1, 2020.  

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County will not be able to provide increased services through this agency.

CHILDREN'S IMPACT STATEMENT:

The contract amendment supports three of Contra Costa County's community outcomes - Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable and Nurturing" by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
