RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a revenue agreement in the amount of $3,033,363 from the California Department of Education for alternative payment childcare programs operated by the County, with the term July 1, 2019 through June 30, 2020.

FISCAL IMPACT:

This agreement is funded by the California Department of Education and no County match is required. The State funding number is CAPP 9010; the County number is 29-212-34.  
  

This contract is 68% ($2,053,454) funded by Federal dollars passed through the State Department of Education [CFDA #93.596], and 32% ($979,909) funded by the State.



BACKGROUND:

The Department was notified by the California Department of Education on June 3, 2019 of the County's 2019-20 allocation for the Alternative Payment childcare services program. The Alternative Payment childcare services program provides funding for program eligible families to receive services. Priority is given to families who interface with Child Protective Services, families with children at-risk of abuse and neglect, low-income families, and families with children who have special needs. Approval of this board order will allow the continued provision of these childcare services.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County will not receive funding to operate this childcare program.

CHILDREN'S IMPACT STATEMENT:

The Employment and Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
