RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Interagency Agreement #28–331-2 with Antioch Unified School District (AUSD), a government agency, to pay County an amount not to exceed $490,000, for mental health services to students referred to the District’s Helping Open Pathways to Education (HOPE) program, for the period from July 1, 2019 through June 30, 2020.

FISCAL IMPACT:

Approval of this interagency agreement will result in a total payment to the County not to exceed $490,000. No County match is required.

BACKGROUND:

On October 8, 2010, the State of California suspended funding for AB3632 students, which relieved the counties in California from providing mental health services for special education students. This agreement will allow AUSD to provide funding for the County to provide mental health services to special education students who are residing in local and out-of-state residential facilities and students who receive outpatient services in the schools and county-operated clinics, through Community Based Organizations that have contracts with the County for professional mental health services.

Under Interagency Agreement #28–331-3, AUSD will pay County for the provision of mental health services to students referred to the Antioch Unified School District’s HOPE program, through June 30, 2020. The HOPE program provides school based mental health services to students and their families who meet medical necessity and are enrolled in one of the following six AUSD schools: Belshaw Elementary, Carmen Dragon Elementary, John Muir Elementary, Lone Tree Elementary, Marsh Elementary and Park Middle School.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, AUSD will not pay County for providing mental health and crisis intervention services to students within the District.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: (1) “Children Ready For and Succeeding in School”; (4) “Families that are Safe, Stable, and Nurturing”; and (5) “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale.
