RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #24-385-48 with Bay Area Community Services, Incorporated, a non-profit corporation, effective June 1, 2019, to increase the payment limit by $100,000, from $710,797 to a new payment limit of $810,797, with no change in the original term of July 1, 2018 through June 30, 2019, and no change to the automatic extension payment limit of $335,398 through December 31, 2019.

FISCAL IMPACT:

This contract is funded 80% Substance Abuse and Mental health Services Administration (SAMHSA) and 20% by a Project for Assistance in Transition from Homelessness (PATH) Grant.

BACKGROUND:

On November 6, 2018, the Board of Supervisors approved Novation Contract #24-385-46 with Anka Behavioral Health, Incorporated, for the provision of mental health outreach and support services for homeless and disabled mental ill adults at the Don Brown Shelter in East Contra Costa County, for the period from July 1, 2018 through June 30, 2019, which included a six-month automatic extension through December 31, 2019.

On April 30, 2019, Anka Behavioral Health, Incorporated filed for chapter 11 bankruptcy. In early May, Anka advised the Health Services Department that it would stop providing services on close of business May 31, 2019. In May 2019, the County Administrator approved Assignment #24-385-47 which assigned the contract from Anka Behavioral Health, Incorporated to Bay Area Community Services, Inc..  
  
Approval of Contract Amendment Agreement #24-385-48 will allow the Contractor to continue providing mental health support services previously provided under this contract by Anka Behavioral Health, Inc., by providing additional funds to support the transition. This amendment will support the many administrative costs associated with ensuring a smooth transition.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, clients will not be appropriately served and transitioned from Anka Behavioral Health, Incorporated to Bay Area Community Services, Inc.
