RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Goodwill Industries of the Greater East Bay, Inc., a non-profit corporation of California, to extend the term from June 30, 2019 to December 31, 2019, for continued Subsidized Temporary Experience with/without Pay for the Under-Employed Program (STEP-UP) Services.

FISCAL IMPACT:

There is no change to the contract's payment limit of $1,037,125 to be funded from California Work Opportunity and Responsibility to Kids (CalWORKs), which is designated 15% State revenue and 85% Federal revenue.










BACKGROUND:

Goodwill Industries of the Greater East Bay, Inc. (Goodwill) was selected from a competitive procurement, Request for Proposal 1161 to provide STEP-UP Services County-wide. STEP-UP is designed to provide entry-level work experience to designated CalWORKs Welfare-to-Work (WTW) participants who are not meeting their WTW participation requirements, by immediately placing them into Work Experience (WEX) assignments for up to 180 days. The goal of STEP-UP, when coupled with other necessary WTW activities and services, is to immediately engage participants by providing exposure to work and basic job skills and ultimately leading to a participant’s successful, long-term job placement.  
  
Under this Contract, Goodwill develops, implements, and monitors countywide paid and unpaid WEX opportunities. Provisions of this Contract include two components: Acting as the Employer of Record and Job Development/Placement for both paid and unpaid WEX assignments.   
  
This extension will extend necessary services to CalWORKs/WTW clients and allow assessment for possible program adjustments to improve outcomes. The current budget is sufficient for the extended term.

CONSEQUENCE OF NEGATIVE ACTION:

Contra Costa County will not be able to provide the federally mandated STEP-UP Program of CalWORKs.
