RECOMMENDATION(S):

ADOPT adopting Resolution No. 2018/214, approving a side letter agreement, contingent upon a ratification vote, between Contra Costa County and Teamsters Local 856 to revise Section 5.1, General Wages; Section 19.7, Medical Plan Cost-Sharing with Active Employees on and after the first day of the month following approval of this Agreement by the Board of Supervisors; Section 22.3, Voluntary Reassignment (Bidding) Procedure; Section 51.4, Duration of Agreement; Section 54.1, Attendant- LVN-Aide Unit; and, add Section 55, Joint Labor-Management Committee to the Memorandum of Understanding regarding term, wages, and other benefits.

FISCAL IMPACT:

The maximum estimated cost of the contract extension is $400,000 for FY 2018/19 for modification of the health care premium subsidy, $7.1 million for FY 2019/20 ($6 million for the 4% wage increase effective July 1, 2019, $800,000 for the full-year of the health care premium subsidy, and $300,000 for the increase to differentials), $11.6 million for FY 2019/20 (addition of $4.5 million for the 3% wage increase effective July 1, 2020), and $16.1 million for FY 2019/20 (addition of $4.5 million for the 3% wage increase effective July 1, 2021).




BACKGROUND:

The County and Teamsters, Local 856 have reached an agreement, pending a ratification vote, to revise Section 5.1, General Wages; Section 19.7, Medical Plan Cost-Sharing with Active Employees on and after the first day of the month following approval of this Agreement by the Board of Supervisors; Section 22.3, Voluntary Reassignment (Bidding) Procedure; Section 51.4, Duration of Agreement; Section 54.1, Attendant-LVN-Aide Unit; and, add Section 55, Joint Labor-Management Committee to the Memorandum of Understanding regarding term, wages, and other benefits.  
  
Contingent upon ratification, the agreement provides for:  

  1. extension of the existing contract term from June 30, 2019 to June 30, 2022;
  2. one-time adjustment to the Teamster 856 Trust Fund KP Health Plan premium subsidy effective January 1, 2019;
  3. general wage increase of four percent (4%) effective July 1, 2019, three percent (3%) effective July 1, 2020, and three percent (3%) effective July 1, 2021;
  4. modification to voluntary reassignment (bidding) procedures;
  5. increase to specific differentials received by Attendant-LVN-Aide Unit employees working in the County hospital effective July 1, 2019, and
  6. formation of a Joint Labor Management Committee.
  
The terms of the Side Letter will be incorporated into the next MOU between the County and Teamsters. Except as specifically amended or excluded by the Side Letter, all other terms and conditions of the MOU between the County and Teamsters (July 1, 2016 – June 30, 2019) remain unchanged.

CONSEQUENCE OF NEGATIVE ACTION:

Contract will expire June 30, 2019.
