RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board, to extend the term of the California Employment Development Department grant for the Supervised Population Workforce Training Program from December 30, 2017 through May 31, 2018.

FISCAL IMPACT:

On April 26, 2016, Item C. 22, the BOS approved Employment and Human Services to apply for and accept California Employment Development Department (EDD) funding for the Supervised Population Workforce Training Program in an amount not to exceed $400,000 for the period June 30, 2016 through December 2017. Due to low expenditures, EDD extended the grant term to May 31, 2018 with no change in funding.

BACKGROUND:

The grant funds programs to develop workforce training programs for individuals on probation, mandatory supervision, and post release community supervision. The goal is to assist these populations in obtaining marketable industry skills, apprenticeship certifications or degrees. The grant encourages collaboration among partners in the development of service industry strategies and alignment of resources to better connect the supervised population.


CONSEQUENCE OF NEGATIVE ACTION:

Not covering the expenditures incurred during the extension period with the grant balance will require the Department to find alternative funds to cover these expenditures.
