RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Health Services Director, a purchase order with the California Department of Public Health, Genetic Disease Screening Program in an amount not to exceed $275,000 for guidelines, forms, and supplies for newborn genetic screening testing at the Contra Costa Regional Medical Center (CCRMC), for the period July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

100% funding is included in the Hospital Enterprise Fund I budget.

BACKGROUND:

California Department of Public Health requires that CCRMC performs genetic screening tests on all newborn babies born at CCRMC. The state supplies the guidelines, forms, and supplies for this testing. This testing ensures that at-risk newborns are diagnosed as soon as possible so that they may be treated.

CONSEQUENCE OF NEGATIVE ACTION:

If this purchase order is not approved, the CCRMC clinical laboratory will not be able to perform patient testing required by the State of California.

CHILDREN'S IMPACT STATEMENT:

Newborn babies at risk for genetic maladies would not receive necessary testing or treatment.
