RECOMMENDATION(S):

ADOPT Traffic Resolution No. 2018/4467 to establish speed limits on Byron Highway (Road No. 8861, 8851D, 9621), and RESCIND Traffic Resolution 1992/3504, as recommended by the Public Works Director, Knightsen/Byron area. (No fiscal impact)

No fiscal impact.  

BACKGROUND:

Byron Highway is classified as a principal and minor arterial roadway by the Federal Highway Administration. Such a classification requires that the speed limit be set according to standards established in the California Manual on Uniform Traffic Control Devices (CA MUTCD) and California Vehicle Code (CVC) Section 22358, if the speed limit is to be set lower than the prima facie speed limit of 55 miles per hour. Enforcement of the speed limit requires an engineering and traffic survey (E&TS) be conducted to support establishment of the posted speed limit. The E&TS was conducted according to established traffic engineering standards on several segments of Byron Highway.  



BACKGROUND: (CONT'D)
  
Based on the results of the E&TS, the Traffic Engineer recommends the establishment of a speed limit of 45 miles per hour for the portion of Byron Highway between Delta Road and Vincent Drive, in Knightsen. This segment is a two-lane, primarily farming and residential area, divided by a painted centerline. This segment also features an elevated section of railroad intersecting Byron Highway just north of Sunset Road.  
  
Based on the results of the E&TS, the Traffic Engineer recommends a speed limit of 50 miles per hour for the portion of Byron Highway between Vincent Drive and Brentwood Boulevard, in Brentwood. This segment is a two-lane roadway featuring primarily farming uses with some residential areas, divided by a painted centerline.  
  
The speed limit on the County maintained portion of Byron Highway between Brentwood Boulevard to Marsh Creek Road shall remain prima facie 55 miles per hour, with no E&TS required.   
  
Based on the results of the E&TS, the Traffic Engineer recommends the speed limit remain 45 miles per hour on the portion of Byron Highway between State Route 4 and Hoffman Lane in Byron. This segment is a two-lane roadway with a painted centerline, featuring farming, business and residential uses.  
  
Based on the results of the E&TS, the Traffic Engineer recommends the speed limit remain 35 miles per hour on the portion of Byron Highway between Hoffman Lane and 2900 feet south of Camino Diablo in Byron. This segment is a two-lane roadway with a painted centerline, featuring a signalized intersection and an elementary school and consists of a business district with some residential uses.   
  
Based on the results of the E&TS, the Traffic Engineer recommends a speed limit of 50 miles per hour for the portion of Byron Highway beginning 2900 feet south of Camino Diablo and terminating at the Alameda County line, in Byron. This segment is a two-lane roadway, featuring primarily ranching and other uses, divided by a painted centerline.   
  
This action will allow local law enforcement agencies to enforce the speed limits on Byron Highway.  

CONSEQUENCE OF NEGATIVE ACTION:

Law enforcement would not be able to enforce speed limits on Byron Highway.
