RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 22302 to add four (4) Senior Health Education Specialist (VMWE) positions at salary plan and grade TC5-1543 ($5,494 - $6,678) and cancel one Senior Health Education Specialist-Project (VMW5) position #9464 at salary plan and grade TC5-1543 ($5,494 - $6,678) in the Health Services Department. (Represented)

FISCAL IMPACT:

Upon approval, this action has an annual cost of approximately $392,810 with pension costs of $85,347 already included. The entire cost is fully offset by 100% Tobacco Prevention Program funds.

BACKGROUND:

The Health Services Department is requesting to add four (4) Senior Health Education Specialist positions allocated to the Public Health Division's Tobacco Prevention Project. Smoking continues to be the number one preventable cause of death in California. Even though close to 90% of the County's population are non-smokers, certain populations such as low-income communities, LGBT, and minorities continue to be targeted by the tobacco industry and are disproportionately affected by tobacco-related health disparities.   
  
This program received additional funding to reduce exposure of residents and workers to secondhand smoke; reduce access to tobacco products; and build community capacity to address tobacco-related health disparities through community level tobacco prevention policies. The primary responsibilities of the positions include working with the Tobacco Prevention Coordinator to implement strategies and activities within the scope of work to achieve goals and objectives of the project. Duties include coordinating coalition activities and training, working with local tobacco retailers to ensure adherence to county ordinances, and providing technical assistance to local jurisdictions to develop policies and implement smoke-free housing.  
  
Due to steady funding over the years, the department is requesting the cancellation of one (1) vacant Senior Health Education Specialist-Project position #9464.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, there will not be adequate staffing for the Tobacco Prevention Project to ultimately eliminate the use of and exposure to tobacco in Contra Costa County.
