RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 22304 to add one Public Health Program Specialist I (VBSD) position at salary plan and grade ZA5-1602 ($5,824 - $7,079) and cancel one Public Health Program Specialist I-Project (VBS2) position #11848 at salary plan and grade ZA5-1602 ($5,824 - $7,079) in the Health Services Department. (All represented)

FISCAL IMPACT:

Upon approval, the annual cost of approximately $139,823 with pension costs of $30,160 is already included and fully offset by the cancellation of the project position. The position will be funded by 90% USDA Supplemental Nutrition Assistance Program and 10% County General Fund.










BACKGROUND:

The Health Services Department is requesting to add one permanent Public Health Program Specialist I position and cancel a vacant Public Health Program Specialist I-Project position #11848 in the Community Wellness and Prevention Program within the Public Health Division. For the past 18 years, the department has received prolonged funding for this position and anticipates the stability of funding to continue from the USDA Supplemental Nutrition Assistance Program grants and deliverables. The merit system position will assist with recruitment and retention of permanent staff. Duties and responsibilities include setting program goals and objectives, establishing, implementing and interpreting program policies to ensure compliance with Federal and State program mandates, and monitoring and evaluating program activities and budget expenditures.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, Public Health Division's Community Wellness and Prevention Program will not have permanent staffing for continued program services, which may adversely impact community health program services.
