DIRECT the Director of Department of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to the Department of Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.

BACKGROUND:
The Contra Costa County Department of Health Services is proposing a restoration center that would provide short-term care for intoxicated individuals with no other emergent medical conditions. Individuals with criminal records will not be permitted into the facility. The facility would be a 5,760 square foot portable structure located on an existing parking lot – the facility and program would remain in place for as long as funding is available for the program. All clients would be transported to and from the facility by appropriate law enforcement or other approved referral source. Clients would typically remain at the facility for approximately 4 hours with the maximum length of stay being 23 hours and 59 minutes. The facility will have between 3-12 employees and will operate 24 hours a day, 7 days a week, and 365 days a year. A security company will be contracted and remain on the site between 7:00 p.m. and 7 a.m. The facility would serve up to 12 clients at a time.
The project would be located at 2530 Arnold Dr, Martinez, CA, on land currently used as a parking lot and no tree removal will be necessary. Tree and shrubbery trimming may be necessary throughout the project area. In order to minimize damage to trees, any roots exposed during construction activities will be clean cut. The project will maintain the existing drainage pattern and will not create new impervious areas. Minor regrading of the parking lot will be needed to accommodate the required ADA-compliant parking. Appropriate Best Management Practices (BMPs) will be implemented to protect storm drain inlets. Utility adjustments or relocation may be necessary in support of the project. Specifically, trenching will occur to connect new underground water and wastewater utilities to existing utility lines on Arnold Drive. In addition, a new overhead power line will be added to connect with the existing overhead power line on Arnold Drive. During construction, access and parking onto the site will remain available and emergency vehicles will have access at all times.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
