RECOMMENDATION(S):

APPROVE Appropriations and Revenue Adjustment No. 5076 authorizing new revenue in the Sheriff's Office (0255) in the amount of $38,730 from the California Division of Boating and Waterways Boating Safety Equipment Grant and appropriating it for the Sheriff's Office purchase of a patrol boat.

FISCAL IMPACT:

Zero Net County Cost. $38,730, 100% State funds.

BACKGROUND:

Resolution No. 2017/322 authorized the Office of the Sheriff to accept a grant from the California Division of Boating and Waterways. The grant will be used to purchase a Marine Aluminum "Mud/Jon Boat", which will be operated in waterways with extreme hazards likely to damage a typical patrol vessel. The California Delta is tidal and harbors hazards to navigation which cannot be seen under the water i.e. shoals, weeds/vegetation, trees, stumps, derelict vessels, and decrepit levees. Under extreme conditions the Delta can have 4 to 6 foot swells and wind gusts up to 60 knots.

BACKGROUND: (CONT'D)
The boat will be used for rescue missions in shallow or water areas that are difficult to get to in a regular patrol boat. Since the Delta is tidal, boaters who go into accessible water areas during high tide often become stranded when the tide recedes. The "Mud Boat" is able to operate in extremely and hazardous shallow draft areas which typical patrol boats cannot access.
