RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, twenty-seven (27) contract amendments with the outpatient psychiatrists set forth in the attached list, effective July 1, 2018, to increase the hourly rates and total payment limits as outlined, with no change in the original contract terms.

FISCAL IMPACT:

Upon approval of this action, the total annual cost is approximately $900,000 and will be funded 50% by Mental Health Realignment funds and 50% by Federal Medi-Cal.

BACKGROUND:

The Board of Supervisors approved contracts with the 27 outpatient psychiatrists specified on the attached list. Due to noncompetitive wages, a nationwide shortage of psychiatrists, and current contracted psychiatrists unwilling to fully staff shifts in the Behavioral Health Division’s outpatient clinics, the Health Services Department has agreed to increase the hourly rates for Adult Psychiatrist from $140 to $168; and Child Psychiatrist from $160 to $192. The total annual cost is approximately $900,000 that will be funded by Mental Health Realignment and Federal Medi-Cal funds.

Approval of the amendment agreements on the attached list will increase the hourly rates, total payments limits and allow each psychiatrist to continue providing services in the Behavioral Health Division’s outpatient clinics.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, the Behavioral Health Division will not be able to adequately staff its outpatient psychiatric clinics.
