RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Grant Agreement #28-371 with the Contra Costa County Office of Education, an educational institution, to pay the County in an amount not to exceed $66,246 for the implementation of the Mt. McKinley Health Career Pathways (HCP) Project to provide career education and training for incarcerated students, including low-income minority youth, for the period July 1, 2018 through June 30, 2020.

FISCAL IMPACT:

Acceptance of the grant award will result in payment to the County in an amount not to exceed $66,246 in funding from the Contra Costa County Office of Education. No County match required.










BACKGROUND:

In early 2017, California’s Division of Juvenile Justice released a report showing 74.2 percent of CA youth were re-arrested, 53.8 percent were re-convicted of new offenses, and 37.3 percent had returned to state custody within three years of release. Education level and former incarceration status are not only correlated, but also comprise significant predictors of one’s ability to live a long, healthy life. Therefore, CCHS Public Health Solutions project staff forged a collaboration with education and juvenile justice partners to align shared goals for economic security and better health outcomes by implementing career education and training for incarcerated students, especially low-income minority youth. The Mt. McKinley HCP Project aims to increase high school graduation rates and reduce recidivism rates by increasing participants’ awareness of and access to a wide variety of health careers. CCHS staff will coordinate closely with Contra Costa County of Education staff and Mt. McKinley school leadership to develop and plan sustainability for a high school Public Health Pathway program based on regional best practices.  
  
Approval of Grant Agreement #28-371 will allow County’s Public Health Division to implement the Mt. McKinley HCP Project through June 30, 2020. The County is agreeing to indemnify and hold harmless the contractor for claims arising out of County’s performance under this contract.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not receive funding for the Mt. McKinley HCP Project.
