RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Contract #74-282-17 with Ronel L. Lewis, M.D., an individual, in an amount not to exceed $431,808 to provide child psychiatric services at the County’s Juvenile Hall and East County Children’s Mental Health Clinic for the period July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

This contract is funded by 64% Mental Health Realignment, 18% Federal Medi-Cal, and 18% State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) funds. (Rate increase)

BACKGROUND:

On April 25, 2017 the Board of Supervisors approved Contract #74-282-15 (as amended by Amendment Agreement #74-282-16) with Ronel L. Lewis, M.D., to provide child psychiatric services including diagnosing, counseling, evaluating, and providing medical and therapeutic treatment at the County’s Juvenile Hall and East County Children’s Mental Health Clinic for the period July 1, 2017 through June 30, 2018.

BACKGROUND: (CONT'D)

Approval of Contract #74-282-17 will allow the contractor to continue providing child psychiatry services through June 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s clients will not have access to the contractor’s outpatient psychiatric services.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
