RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with John Finger, dba Finger Art and Design, effective June 2, 2018, to extend the term from June 2, 2018 through June 2, 2019 with no change to the payment limit, to provide assistance with the development, administration, and implementation of graphic design projects related to meeting the provisions of the County’s Municipal Stormwater National Pollutant Discharge Elimination System (NPDES) permit, Countywide.

BACKGROUND:

The CWP works to implement the County’s state mandated NPDES permit. The permit provisions are met through various pollution prevention programs that work to reduce water quality impacts of nonpoint source pollution from urban and rural stormwater runoff. Government Code Section 31000 authorizes the County to contract for services including the type of administrative services that John Finger provides.

BACKGROUND: (CONT'D)

One of the mandates of the NPDES permit is to educate citizens about watershed and pollution prevention issues. In 2004, the annual Watershed Calendar was developed to create a comprehensive program that would meet many of the public outreach requirements in an efficient and cost effective manner. The calendar was well received by the citizens of the unincorporated County, met the goals of the program, and was produced under budget. It has been produced annually ever since.

CONSEQUENCE OF NEGATIVE ACTION:

Without the Board’s approval, the County will miss an opportunity to meet the public outreach educational requirements of its NPDES permit in an efficient and cost effective manner.
