RECOMMENDATION(S):

ADOPT Resolution No. 2018/194 approving the submission of a claim to the Metropolitan Transportation Commission (MTC) to seek Fiscal Year 2018/2019 Transportation Development Act funding for bicycle and pedestrian projects sponsored by the County and the cities of Antioch, Brentwood, Concord, El Cerrito, Lafayette, Martinez, Orinda, Pittsburg, San Pablo, and Walnut Creek; and DIRECT the Public Works Director, or designee, to forward the claim to MTC for final approval and final allocation of funding effective July 1, 2018, Countywide.  
  

  





FISCAL IMPACT:

100% Transportation Development Act (TDA) Article 3 funds.  

BACKGROUND:

Article 3 of the Transportation Development Act (TDA), Public Utilities Code (PUC) Section 99200 et seq., authorizes the submission of claims to a regional transportation planning agency for the funding of projects exclusively for the benefit and/or use of pedestrians and bicyclists. The Metropolitan Transportation Commission (MTC), as the regional transportation planning agency for the San Francisco Bay region, has adopted MTC Resolution No. 4108 which supersedes MTC Resolution No. 875, Revised, commencing with the Fiscal Year 2014/2015 funding cycle. Resolution No. 4108 delineates procedures and criteria for submission of requests for the allocation of TDA Article 3 funds. Each claimant whose project or projects have been prioritized for inclusion in the Fiscal Year 2018/2019 TDA Article 3 countywide coordinated claim is required to submit a resolution from its governing body to MTC requesting an allocation of TDA Article 3 funds.  
  

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the recommendation and forward the list will eliminate a potential funding source.
