RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Garland/DBS Inc., in an amount not to exceed $20,000,000, to provide on-call roofing repair and exterior waterproofing services, for the period June 1, 2018 through May 31, 2021, Countywide.

FISCAL IMPACT:

This cost is to be funded through Facilities Services maintenance budget and user departments. (100% General Fund)  











BACKGROUND:

Public Works Facilities Maintenance is responsible for roofing repairs and maintenance. Capital Projects and Facilities have been budgeted with several FLIP (Facility Life-Cycle Investment Program) projects. Since 2015, $15 million has been spent on roofing and exterior waterproofing projects at about 1/3 of the County-owned buildings. For Fiscal Year 2018/19, about $8 million of roofing and exterior waterproofing projects have already been planned and routine inspections of County buildings have identified many more that will need repair within the next three years of this contract term. Government Code Section 25358 authorizes the County to contract for maintenance and upkeep of County facilities. Roof repair and exterior waterproofing is an important part of keeping County buildings safe and operational. Public Works is requesting this contract be approved for a period covering the next three years.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, roofing repair and exterior waterproofing services with Garland/DBS Inc. will not proceed and buildings with exterior water leaks will cost more to repair due to cascading costs of mold remediation, interior water damage repairs, and disruption of work areas.
