RECOMMENDATION(S):

  
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment with Karpel Computer Systems, Inc., to extend the term by five years through June 30, 2023 and increase the payment limit by $918,917 to a new payment limit of $2,142,122 to purchase 65 additional user licenses, modify system hosting, and provide an additional five years of maintenance of the case management system for District Attorney prosecution services.

The additional contract cost will be funded through appropriations from the District Attorney operating budget. The total contract cost comprises software licensing and configuration and eight years of vendor-supplied hosting, maintenance, and subscription to electronic discovery commencing upon go-live. The increase in payment limit will provide for five of the eight years of system maintenance and support.  
  
In addition to the contract cost, the project also incurs internal County costs for wide area network services provided by the Department of Information Technology, which are charged annually to the District Attorney operating budget.

BACKGROUND:

  
In September 2014, the Board of Supervisors authorized a contract with Karpel Computer Systems, Inc., in the amount of $1,223,205 to provide a modern, web-based case management system for the District Attorney's Office plus four years of system maintenance and support. The first phase of this system, the adult module, was rolled out in late 2015. The next phase will be rolled out together with the juvenile module of the probation case management system.  
  
With increased system utilization by staff of the District Attorney's office, additional licenses need to be purchased and ongoing system maintenance needs to be extended to ensure that the system remains available without interruption. Additionally, Karpel Computer Systems has modified its hosting service, requiring changes to the agreement.

Disapproval of the recommendation will place the District Attorney's Office and other justice partners in the predicament of having no system support services in the event of a malfunction.
