A new section of the Municipal Regional Stormwater National Pollutant Discharge Elimination System Permit (MRP) requires Permittees to develop and implement long-term GI Plans for the inclusion of Low Impact Development (LID) measures to retrofit storm drain infrastructure on public and private lands, including streets, roads, storm drains, parking lots, building roofs, and other elements. The GI Plan uses vegetation, soils, and natural processes to filter and retain stormwater and create healthier urban environments. The MRP Provision C.3.j.i(1) requests Permittees to adopt a GI Plan by June 30, 2017, and to submit it to the Regional Water Quality Control Board by September 30, 2017. The Transportation, Water and Infrastructure Committee reviewed the GI Plan concept and estimated budget on October 13, 2016, and again on April 10, 2017. A GI Plan Technical Advisory Group was convened in February 2017, composed of representatives from relevant divisions of the Public Works Department and the Department of Conservation and Development, to shape the Framework and guide the planning process.
If the Board of Supervisors does not approve the GI Plan Framework, the County will not be in compliance with requirements of MRP Provision C.3.j.i.(1) that calls for each Permittee to define a GI Plan.
