RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74-525-1 with Center for Psychotherapy, a non-profit corporation, in an amount not to exceed $549,328, to provide mental health services, case management and crisis intervention, for Seriously Emotionally Disturbed (SED) adolescents and latency-aged children, for the period from July 1, 2017 through June 30, 2018. This contract includes a six-month automatic extension through December 31, 2018, in an amount not to exceed $274,664.

FISCAL IMPACT:

This contract is funded 50% Federal Financial Participation; 50% Mental Health Realignment. (3% Cost of Living Adjustment)

BACKGROUND:

This contract meets the social needs of County’s population by providing mental health services for SED adolescents and latency-aged children.

On September 13, 2016, the Board of Supervisors approved contract #74-525 with Center for Psychotherapy, for the period from October 1, 2016 through June 30, 2017, for the provision of mental health services, case management and crisis intervention for SED adolescents and latency-aged children.

Approval of Novation Contract #74-525-1 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2018.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED adolescents and latency-aged children will not receive mental health services.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
