RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Grant Award #28-896, from Department of Health Care Services, Children Medical Services, to pay the County in an amount not to exceed $149,153, for the Health Care Program for Children in Foster Care Psychotropic Medication Management and Oversight (PMMO) project, for the period July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

Approval of this grant award will result in an amount not to exceed $149,153 of funding from the California Department of Health Care Services State and the Federal Financial Participation for the County’s Health Care Program for Children in Foster Care, PMMO project. (No County match)










BACKGROUND:

The goal of the PMMO project is to provide funding for Public Health Nurses (PHNs) to be able to perform administrative activities in order to oversee psychotropic medication usage in foster care children. Nearly 9,500 children and youth in California’s Foster Care system are prescribed psychotropic medication, representing approximately one (1) out of every eight (8) foster care youth. Twenty five percent (25%) of youth between the ages of six and 18 years of age are taking psychotropic medication in the child welfare system. Because many psychotropic medications have health risks associated with them, oversight and monitoring of children who are prescribed such medications is critical, and may require the services of PHNs to fulfill the role. The PMMO project carries out federal and state mandates for children in foster care and the juvenile justice system. This program works collaboratively with community providers, other health related agencies, Managed Care, County Departments including Employment and Human Services, Probation, and Community Services as well as other Health Services Divisions to provide a wide variety of health related consultation services.   
  
Approval of Grant Award #28-896 is necessary for state funding to support the Health Care Program for Children in Foster Care PMMO project through June 30, 2017.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County will not receive funding to provide PMMO related services to Contra Costa County foster children.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School” and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in the number of healthy children in Contra Costa County.
