RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute an Operation and Maintenance Services Agreement with SunSystem Technology, LLC, for the R-REP Solar Photovoltaic Installations at 13601 San Pablo Avenue, San Pablo, 50 Glacier Drive, Martinez, 202 Glacier Drive, Martinez, 255 Glacier Drive, Martinez, and 1960 – 1980 Muir Road, Martinez Project, as recommended by the Public Works Director.

FISCAL IMPACT:

Funding is provided through building occupancy charge outs (80.8% General Fund and 19.2% Hospital Enterprise Fund).

Contra Costa County is one of the nineteen Bay Area Participating Agencies in the Regional Renewable Energy Procurement (R-REP) project. As part of the preliminary work performed in preparation of the Request for Proposals, Participating Agencies conducted feasibility studies on sites to determine technical adequacy and financial benefit of installing solar power systems. Through this process, six sites were selected in Contra Costa County to be included in the RFP. They are:

Using a net present value analysis based on a system life of 25 years, this project will generate energy bill savings of $10.9 million. The total construction cost is $6.2 million and California Solar Initiative rebates amount to $1.1 million. The County’s net benefit over 20 years is $6.1 million.  
  
On July 8, 2014, the Board of Supervisors awarded the construction contract to Team Solar, a wholly-owned construction subsidiary of SunEdison, for the construction of the solar systems. The maintenance to the systems was not included in the project; however, it is required in order to maintain the systems so that they provide the projected economic and environmental benefits.  
  
The Public Works Department issued a request for proposals/bid to provide operations and maintenance for the systems. Four bids were received on October 19, 2016. The bid results are as follows:

Of the four bids submitted, SunSystem Technology LLC is the selected qualified bidder. The Public Works Department recommends the Board execute an Operation and Maintenance Agreement with SunSystem Technology LLC. The agreement for these services will ensure the system is maintained and operated to maximize electric generation output, maintain system integrity and safety, minimize downtime and prolong system life. The cost of the service will be $396,779.06 over a ten year term

CONSEQUENCE OF NEGATIVE ACTION:

If the Agreement is not executed, the solar systems will not provide the projected economic and environmental benefits.
