RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Service Director, or designee, to apply for and accept Keller Canyon Mitigation Trust Fund funding on behalf of the Workforce Development Board of Contra Costa, Small Business Development Center, from the Department of Conservation and Development in an amount not to exceed $40,000 to perform outreach and deliver advising & training services to current and aspiring business owners in East Contra Costa for the period July 1, 2017 through June 30, 2018.

FISCAL IMPACT:

County Workforce Development Board, Small Business Development Center, to receive an amount not to exceed $40,000 from Department of Conservation and Development, Keller Canyon Mitigation Trust Fund (100% Keller Canyon Mitigation Trust Fund)










BACKGROUND:

The host of the Small Business Development Center (SBDC) is the Workforce Development Board of Contra Costa which is embedded in Employment and Human Services Department. The SBDC programs target and provide services the County's most vulnerable populations. Beyond low-to-moderate income residents, the SBDC focuses services to those with barriers to economic self-sustainability including youth 16-24, military veterans, disabled, and recently incarcerated or returning citizens, SBDC strives to empower clients through self-employment and entrepreneurship. Regardless of educational attainment, socio-economic status or language ability. Self-employment is a viable option for even the most economically vulnerable in the County.  
  
With the Keller Canyon Mitigation Trust funds, SBDC plans to deliver small business advising and group trainings that will empower participants to be economically self-sustainable through self-empowerment with outcomes of 10 new businesses stared, 40 jobs created, 5 jobs retained, $1 million in annual sales increases, and $1.5 million in debt and equity investments,

CONSEQUENCE OF NEGATIVE ACTION:

Without funding, designed Small Business Development Center services could not be implemented.
