RECOMMENDATION(S):
Adopt Resolution No. 2017/209 approving the Side Letter between Contra Costa County and IFPTE, Local 21 to modify Section 5.4 – Merit Adjustments and Increments Within Range of the Memorandum of Understanding to allow up to two (2) steps within the range increment to a maximum of five percent (5%).
FISCAL IMPACT:
This action corrects the MOU language to align with budget.
BACKGROUND:
This Side Letter arises out of the elimination of performance steps during the 2016-2019 negotiations with Local 21. Per the performance pay resolution, previously employees were eligible to receive two – 2.5% merit steps for a total of five percent (5%) at one time. The elimination of performance steps unintentionally adversely affected these classifications. This Side Letter will allow the appointing authority to grant increments of no more than two (2) steps within the range increment or five percent (5%), whichever is less.
CONSEQUENCE OF NEGATIVE ACTION:
Employees will not be granted the additional 2.5% merit step, if eligible.
