RECOMMENDATION(S):

Adopt Position Adjustment Resolution No. 22096 to add three permanent full-time Community Health Worker Specialist (VKTA) positions at salary level TC5-1103 ($3,450 - $4,193) in the Health Services Department. (Represented)   

FISCAL IMPACT:

Upon approval, there is an annual cost of approximately $235,074, which includes estimated pension costs of $53,598. The cost will be offset with budgeted funds 100% from Community Services Bureau of the Employment and Human Services Department Early Head Start grant funds.  









BACKGROUND:

The Health Services Department is requesting to add three Community Health Worker Specialist positions for its Public Health Division's Family, Maternal & Child Health Program. These positions will assist with the implementation of the Early Head Start Program with primary responsibility to educate parents about child development in their homes. The Department has determined the Community Health Worker Specialist is the most appropriate classification and three positions are necessary to fulfill the operational needs of this program.   

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Public Health Division’s Family, Maternal & Child Health Program, in collaboration with Community Services Bureau of the Employment and Human Services Department, would not be have adequate staff to administer the Early Head Start Program, which is necessary to best meet the needs its program's clients and their families.  

CHILDREN'S IMPACT STATEMENT:

The Early Head Start Program in the Family, Maternal & Child Health Program provides services to the children and families of Contra Costa County. If this action is not approved, there will not be sufficient staff to provide services to children and their families in the program.
