RECOMMENDATION(S):

Adopt Position Adjustment Resolution No. 22094 to add two permanent full time Substance Abuse Counselor (VHVC) positions at salary level TC5-1436 ($4,797 - $5,831), one permanent full time Clerk – Specialist Level (JWXD) position at salary level 3RX-1156 ($3,626 - $4,631) and two permanent full time Clerk – Senior Level (JWXC) positions at salary level 3RX-1033 ($3,210 - $4,100) in the Health Services Department. (All represented)   

FISCAL IMPACT:

Upon approval, there is an annual cost of approximately $497,786, which includes estimated pension costs of $104,355. The cost will be entirely offset with budgeted funds from the Substance Abuse Prevention and Treatment Block grant.  







BACKGROUND:

The Health Services Department is requesting to add two Substance Abuse Counselors, one Clerk – Specialist Level and two Clerk – Senior Level positions for the Behavioral Health Division's Alcohol and Other Drugs Services (AODS). The adoption of the Drug Medi-Cal Waiver Program has an implementation date of July 1, 2017. At present, Alcohol and Other Drugs Services (AODS) has many portals of entry into their treatment system but effective July 1, 2017 the only portal of entry will be Behavioral Health Access Line.   
  
The Department has determined these full time positions would be the most appropriate classifications necessary to fulfill the needs of this newly established program.  

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Behavioral Health Division’s Alcohol and Other Drugs Services will not have adequate staff to administer the Access Line call center for Contra Costa County’s Drug Medi-Cal Waiver Program which is monitored by the California Department of Health Care Services.
