RECOMMENDATION(S):

Adopt Position Adjustment Resolution No. 22093 to add one permanent full-time Utilization Review Coordinator (VWSD) position at salary level ZN5-1885 ($8,746 - $10,631), one permanent full-time Mental Health Clinical Specialist (VQSB) position at salary level TC2-1384 ($4,694 - $6,969) and one permanent full-time Clerical Supervisor (JWHF) position at salary level K6X-1290 ($4,141 -$5,288) in the Health Services Department. (Represented)   

FISCAL IMPACT:

Upon approval, there is an annual cost of approximately $444,782, which includes estimated pension costs of $97,511. The cost will be offset with the following budgeted funding: 75% Medicaid Federal Financial Participation (FFP) and 25% Mental Health Realignment.  







BACKGROUND:

The Health Services Department is requesting to add one Utilization Review Coordinator, one Mental Health Clinical Specialist and one Clerical Supervisor to its Behavioral Health Division’s Alcohol and Other Drugs Services (AODS). These classifications will be responsible for the establishment of the policy, procedures and guidelines for authorization of services, service entry, monitoring of the services requested for newly established Drug Medi-Cal Waiver Organized Deliver System adoption. The staff will ensure that authorization of services are done in a timely manner, based on review of medical necessity and entered in the system for claiming to California Department of Health Care Services for payment. At present, there is no staff dedicated to this as it is a new required responsibility under the Drug Medi-Cal Waiver Organized Deliver System.  
  
The Department has determined these full time positions would be the appropriate type of classifications and number of positions necessary to fulfill the needs of this program.  

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Behavioral Health Division’s Alcohol and Other Drugs Services will not be able to adequately establish, staff and administer the Utilization Review aspects of Contra Costa County’s Drug Medi-Cal Waiver Organized Deliver System which is monitored by the state agency, California Department of Health Care Services.
